House Speaker John Boehner has already thrown a wrench into President Barack Obama's latest "grand bargain" offer ? just a few hours after details of it began trickling out, and just five hours before Obama is set to deliver a speech detailing the plan in Tennessee.The gist of Obama's grand bargain is a plan to cut the corporate tax rate, while using billions of dollars in revenue generated in business tax overhaul to fund a job-creation program.?
In a statement, Boehner spokesman Michael Steel shot down the idea, marveling that it left small businesses "and American families behind."
"The President has always supported corporate tax reform. Republicans want to help families and small businesses, too," Steel said. "This proposal allows President Obama to support President Obama's position on taxes and President Obama's position on spending, while leaving small businesses and American families behind."
A House GOP leadership aide explained that Republicans have advocated corporate tax reform being paried with individual tax reform. Cutting the corporate tax rate to 25% while leaving the top individual rate at 39.6%, the aide said, would have a "devastating" effect on small businesses.
House Republicans also want corporate-tax reform to be revenue neutral ? all positions that the GOP aide said the White House is well aware of.
"The first we heard about this ?offer? was through the press. So it?s probably not really a serious effort to break the log-jam," the aide said.

WASHINGTON (AP) ? Opponents of the National Security Agency's collection of hundreds of millions of Americans' phone records insist they will press ahead with their challenge to the surveillance program after a narrow defeat in the House.
Furious lobbying and last-minute pleas to lawmakers ensured victory for the Obama administration as the House voted 217-205 Wednesday to spare the NSA program.
Unbowed, the libertarian-leaning conservatives, tea partyers and liberal Democrats who led the fight said they will try to undo a program they called an unconstitutional intrusion on civil liberties.
Rep. Justin Amash, a 33-year-old Michigan Republican, made his intentions clear through the social media of Twitter: "We came close (205-217). If just 7 Reps had switched their votes, we would have succeeded. Thank YOU for making a difference. We fight on."
The other sponsor of the effort, 84-year-old Rep. John Conyers, a Michigan Democrat, said the slim margin ensures that vigorous debate on the NSA's programs will continue.
"This discussion is going to be examined continually ... as long as we have this many members in the House of Representatives that are saying it's OK to collect all records you want just as long as you make sure you don't let it go anywhere else,'" said Conyers, the top Democrat on the House Judiciary Committee. "That is the beginning of the wrong direction in a democratic society."
The showdown marked the first chance for lawmakers to take a stand on the secret surveillance program since former NSA systems analyst Edward Snowden leaked classified documents last month that spelled out the monumental scope of the government's activities.
Backing the NSA program were 134 Republicans and 83 Democrats, including House Speaker John Boehner, R-Ohio, who typically does not vote, and Democratic leader Nancy Pelosi of California. Rejecting the administration's last-minute appeals to save the surveillance operation were 94 Republicans and 111 Democrats.
At a news conference Thursday on a range of subjects, Boehner said he voted against the Amash amendment "because these NSA programs have helped keep Americans safe."
He said Congress needed to have the debate, but it is unlikely to be the final word on the worldwide debate over the U.S. government snooping to defend the nation versus the privacy of Americans.
"Have 12 years gone by and our memories faded so badly that we forgot what happened on Sept. 11?" Rep. Mike Rogers, R-Mich., chairman of the House Intelligence Committee, said in pleading with his colleagues to back the program during House debate.
Amash defended his effort, saying the aim was to end the indiscriminate collection of Americans' phone records.
His measure, offered as an addition to a $598.3 billion defense spending bill for 2014, would have canceled the statutory authority for the NSA program, ending the agency's ability to collect phone records and metadata under the USA Patriot Act unless it identified an individual under investigation.
The House later voted to pass the overall defense bill, 315-109.
Amash told the House that his effort was to defend the Constitution and "defend the privacy of every American."
The unlikely political coalitions were on full display during a brief but spirited House debate.
"Let us not deal in false narratives. Let's deal in facts that will keep Americans safe," said Rep. Michele Bachmann, R-Minn., an Intelligence Committee member.
But Rep. Jim Sensenbrenner, R-Wis., a senior member of the Judiciary Committee who helped write the USA Patriot Act, insisted "the time has come" to stop the collection of phone records that goes far beyond what he envisioned.
Several Republicans acknowledged the difficulty in balancing civil liberties against national security. But they also expressed suspicion about the Obama administration's implementation of the NSA programs ? and anger at National Intelligence Director James Clapper.
Clapper has acknowledged he gave misleading statements to Congress on how much the U.S. spies on Americans. He apologized to lawmakers this month after saying in March that the U.S. does not gather data on citizens ? something that Snowden revealed as false by releasing documents showing the NSA collects millions of phone records.
"Right now the balancing is being done by people we do not know, people who lied to this body," said Rep. Mick Mulvaney, R-S.C.
With a flurry of letters, statements and tweets, both sides lobbied intensely in the hours prior to the vote in the Republican-controlled House. In a statement, Clapper warned against dismantling a critical intelligence tool.
Since the Sept. 11, 2001, attacks, Congress has authorized ? and a Republican and a Democratic president have signed ? extensions of the powers to search records and conduct roving wiretaps in pursuit of terrorists.
Two years ago, in a strong bipartisan statement, the Senate voted 72-23 to renew the USA Patriot Act, and the House backed the extension 250-153.
Since the disclosures this year, however, lawmakers have said they were shocked by the scope of the two programs ? one to collect records of hundreds of millions of calls and the other allowing the NSA to sweep up Internet usage data from around the world that goes through nine major U.S.-based providers.
Proponents argue that the surveillance operations have been successful in thwarting at least 50 terror plots across 20 countries, including 10 to 12 directed at the United States.
The overall defense spending bill would provide the Pentagon with $512.5 billion for weapons, personnel, aircraft and ships, plus $85.8 billion for the war in Afghanistan for the next budget year.
The total, which is $5.1 billion below current spending, has drawn a veto threat from the White House, which argues that it would force the administration to cut education, health research and other domestic programs in order to boost spending for the Pentagon.
The bill must be reconciled with whatever measure the Democratic-controlled Senate produces.

WASHINGTON (AP) ? A group of industry lobbyists and privacy rights advocates voiced support Thursday for new voluntary guidelines for mobile apps that should make it easier for consumers to know what personal information is getting sucked from their smartphone or tablet and passed along to marketers.
The plan will likely provide a brief, easy-to-read snapshot of an app's privacy policies, similar to nutrition labels on food packages. The snapshot would give consumers the bottom line on what information the software collects, such as physical location, surfing habits and personal contacts, and how that data might be used or shared with other companies.
The new labels won't replace lengthy privacy policies that consumers rarely read anyway. And how widespread these labels become is up to industry. While some key industry groups said they liked the idea ? albeit with caveats about testing the proposal first ? it's up to individual companies and developers to decide whether they want to comply. It could take several months for companies to test and implement the labels.
Still, the emerging consensus was considered a major step forward for privacy rights advocates who say consumers have been in the dark when it comes to the widespread collection of their personal data.
"For the first time many consumers will be able to do apples-to-apples comparisons" of different mobile apps' privacy policies, said Jules Polonetsky, director of the Future of Privacy Forum, a Washington-based group of Internet privacy experts.
Mobile applications like Google Maps, Angry Birds and GasBuddy have become popular, inexpensive ways to personalize smartphones or tablets and improve their functionality. Often free or a couple bucks to download, apps can turn a phone into a sophisticated roaming office or gaming console.
But like all those websites that offer medical advice or parenting tips, there's a hitch: They want information like your birthdate or ZIP code, and often your location. Developers say data collection is necessary in many cases for the software to work as promised. The personal data also can be sold to marketers, making the app a lucrative reward to its creators.
This aggressive data collection has put industry at odds with consumer advocates, including groups like the American Civil Liberties Union and regulators at the Federal Trade Commission. Last February, the FTC released a report advising companies to offer a "do not track" mechanism for smartphone users and develop icons that show how a person's data is used.
Tim Sparapani with the Application Developers Alliance, a major industry association of app developers and tech companies that supports the proposed privacy labels, said he expects some consumers will change their behavior when they see the new privacy labels, but that many won't.
"We know that consumers love their apps ? the downloads per day demonstrates that," Sparapani said. What the new guidelines will do is "allow for greater transparency and comprehension among consumers of what's happening."
This month, new privacy rules by the FTC took effect for mobile apps marketed to children under age 13. Under the updated Children's Online Privacy Protection Act, companies can't collect information on kids in most cases unless a parent first gives permission, such as through an electronically scanned consent form. Parental consent is not required when a website operator collects data solely to support its internal operations, which can include advertising, site analysis and network communications.
If companies violate these rules, they could face costly penalties.
In a bid to head off similar regulation for mobile apps used by teens and adults, several dozen tech industry lobbyists and privacy rights advocates teamed up to develop the voluntary disclosure guidelines with help from the Commerce Department's National Telecommunications and Information Administration. The FTC has said it would look favorably on businesses in any enforcement action that can show it complies with a strong code of conduct, such as the one being negotiated.
John Verdi, director of privacy initiatives at NTIA, said the new labels should make for smarter consumers.
"Compliance with the code will help app developers build and maintain trust with consumers ? trust that is crucial to the health of the mobile app marketplace," Verdi said.
Some groups objected to the proposal, which has been in the works for more than a year. Consumer Watchdog said the final plan would provide only "marginal improvements" in privacy protection and called on the Obama administration to propose legislation. Likewise, Jeff Chester with the Center for Digital Democracy said industry "cannot be expected to challenge their fundamental ? and ever expanding ? 'data maximization' business model."
But industry groups like the Software & Information Industry Association said they support the effort.
"In a time of rapidly evolving technology, industry self-regulation is the most effective way to maintain the right balance between consumer confidence and continued innovation," said Ken Wasch, the group's president.

NEW YORK (AP) ? Weak manufacturing data from China and falling U.S. stock markets pushed oil to its biggest one-day decline in five weeks Wednesday.
Benchmark crude for September delivery dropped $1.84, or 1.7 percent, to close at $105.39 a barrel on the New York Mercantile Exchange. That's the biggest percentage decline since June 21.
Another decline in U.S. supplies failed to give oil a jolt. U.S. crude oil inventories declined by 2.6 million barrels, bringing the four-week drop to nearly 30 million barrels. Still, at 364.2 million barrels, the nation's oil supply is in the upper half of the average range for this time of year. And gasoline supplies remain above year-ago levels, according to the Energy Department.
Jim Ritterbusch, president of energy consultancy Ritterbusch and Associates, said that supplies of oil and refined products remain high, and fundamentals don't support current prices.
"It is becoming increasingly difficult to construct a bullish argument that would support triple-digit crude pricing in either key benchmark," Ritterbusch said in a note to clients. He was referring to West Texas Intermediate, the benchmark for the U.S., and Brent, the benchmark for international crudes.
Brent crude, traded on the ICE Futures exchange in London, fell $1.23 to finish at $107.19 a barrel.
An HSBC survey released Wednesday showed China's manufacturing at an 11-month low this month, a disappointing performance that puts pressure on Chinese leaders to reverse a deepening slowdown in the world's second-largest economy.
"A further slowdown in the manufacturing sector added to investor unease ... putting further pressure on labor markets and reinforcing the pessimistic outlook for demand growth" in China, said a note from Sucden Financial Research in London.
China also impacted U.S. stock markets. Besides the manufacturing data, China's slowing economy dragged down earnings at Caterpillar, the world's largest construction equipment company. Shares of Caterpillar, a component of both the Dow Jones industrial average and the Standard & Poor's 500 index, dropped 2.7 percent.
At the pump, the average price for a gallon of gasoline slipped 1 penny to $3.66. That's still up 18 cents from a year ago.
In other energy futures trading on the Nymex:
? Wholesale gasoline lost 0.4 cent to end at $3.05 a gallon.
? Heating oil lost 2 cents to finish at $3.05 a gallon.
? Natural gas fell 4.5 cents to end at $3.70 per 1,000 cubic feet.

GALESBURG, Ill. (AP) ? Seeking to build momentum for looming fiscal fights, President Barack Obama on Wednesday cast himself as the champion for middle-class Americans struggling to make ends meet. He chided Washington for having "taken its eye off the ball" and declared that the economy would be the "highest priority" of his second term.
Obama, in an hour-long address that was at times deeply partisan, also accused Republican lawmakers of succumbing to "an endless parade of distractions and political posturing and phony scandals." He said gridlock had only gotten worse since his re-election.
"I am here to say this needs to stop," Obama said in a speech at Knox College. "This moment does not require short-term thinking. It does not require having the same old stale debates."
Obama, as he often does when criticizing Washington, glossed over his own status as the inhabitant of the city's most powerful office.
GOP leaders quickly panned the president's remarks as a series of repackaged ideas and empty promises.
"It's a hollow shell, it's an Easter egg with no candy in it," House Speaker John Boehner, R-Ohio, said.
Indeed, the president's remarks were void of new policy proposals or fresh solutions for breaking Washington stalemates. And there were no new approaches presented for resolving potential showdowns with Republicans this fall over raising the nation's borrowing limit and curtailing across-the-board federal budget cuts known as "the sequester."
For the president's advisers, a central goal of the speech was simply to refocus Obama's agenda squarely on the economy ahead of the fall deadlines. The first six months of his second term largely have been consumed by priorities like gun control and immigration, as well as an array of foreign policy crises and domestic controversies, including the National Security Agency's domestic spying programs and IRS scrutiny of political groups.
While official Washington's attention was elsewhere, the economy was slowly but steadily improving. The housing market is recovering, the stock market is soaring, and unemployment, while still high at 7.6 percent, is falling.
But the White House fears that standoffs this fall over the debt ceiling and the sequester could upend that progress. The president has declared that he will not negotiate over the debt ceiling and expects Republicans to lift the borrowing limit without concessions. He's also pushing to end the federal budget cuts before they extend into the next fiscal year, which begins Oct. 1.
The president panned the sequester as a "meat cleaver" that has "cost jobs, hurt our military and gutted investments in American education."
Obama will seek to keep up his renewed economic focus in the coming weeks with a series of speeches on manufacturing, education, housing, retirement security and health care. Advisers say some of those speeches will contain more specific policy proposals, both for congressional legislation and executive action.
The president said he welcomed ideas from lawmakers of both parties, but wouldn't stand for reflexive opposition to his own initiatives.
"I'm laying out my ideas to give the middle class a better shot," he said. "Now it's time for you to lay out your ideas."
For Obama, the day trip to Knox College marked a return to the site of his first major economic address. He spoke at the school's graduation ceremony in 2005 as a newly elected U.S. senator.
His remarks back then were strikingly similar to the themes he outlined Wednesday in Illinois and later in Missouri, including the government's role in ensuring all Americans have opportunities to get ahead and the need for the U.S. to be better prepared to compete internationally. Barring action now, Obama said, "We will be waving the white flag while other countries forge ahead in the global economy."
The economy in the surrounding Galesburg community reflects much of the underlying economic concerns facing many Americans. A Maytag plant in the town shut its doors in 2004, leaving hundreds of people unemployed. Today, the factory still sits vacant. Galesburg's unemployment rate is just under 8 percent, and nearly a quarter of its population lives in poverty.
"Those old days aren't coming back," Obama conceded. He said the proposals he will outline in speeches later this summer will be aimed at adapting the U.S. economy to an increasingly competitive and interconnected world.
On education, the president promised "an aggressive strategy to shake up the system, tackle rising costs, and improve value for middle-class students and their families."
During the second stop Wednesday, Obama highlighted a program at the University of Central Missouri in Warrensburg that gives students education and skills at a faster pace while lowering the costs. Students earn a bachelor's degree in two years.
"You are a laboratory for this innovation. ... I want the entire country to notice it," Obama said. "I've asked my team to shake the trees all across the country for some of the best ideas out there for keeping college costs down."
The president also said he would use the speeches he'll give in the coming weeks to renew his calls for increasing the minimum wage and giving all 4-year-olds access to pre-school programs. The first of those speeches will come Tuesday, when Obama visits an Amazon distribution center in Chattanooga, Tenn.
Obama also pledged to take steps to encourage home ownership, make it easier for people to save for retirement and to continue to put in place the elements of his health care law in the face of efforts by Republicans in Congress to repeal, delay or eliminate funding for its various parts.

TOKYO A Japanese utility said Monday its crippled Fukushima nuclear plant is likely leaking contaminated water into sea, acknowledging for the first time a problem long suspected by experts.

Tokyo Electric Power Co., which operates the Fukushima Dai-ichi plant, also came under fire Monday for not disclosing earlier that the number of plant workers with thyroid radiation exposures exceeding threshold levels for increased cancer risks was 10 times what it said released earlier.
The delayed announcements underscored the criticisms the company has faced over the Fukushima crisis. TEPCO has been repeatedly blamed for overlooking early signs, and covering up or delaying the disclosure of problems and mishaps.
Company spokesman Masayuki Ono told a regular news conference that plant officials have come to believe that radioactive water that leaked from the wrecked reactors is likely to have seeped into the underground water system and escaped into sea.
Nuclear officials and experts have suspected a leak from the Fukushima Dai-ichi since early in the crisis. Japan's nuclear watchdog said two weeks ago a leak was highly suspected and ordered TEPCO to examine the problem.

The utility first acknowledged an abnormal increase in radioactive cesium levels in an observation well near the coast in May and has since monitored water samples.
Ono said plant officials believe a leak is possible because the underground water levels in suspected areas fluctuate in accordance with tide movements and rainfalls.
"We are very sorry for causing concerns. We have made efforts not to cause any leak to the outside, but we might have failed to do so," he said.

Ono said the radioactive elements detected in water samples are believed to largely come from initial leaks that have remained since earlier in the crisis. He said the leak has stayed near the plant inside the bay, and officials believe very little has spread further into the Pacific Ocean.
TEPCO is currently injecting chemical solution into the coastline embankment to solidify underground structure and block contaminated underground water from escaping into sea ? an operation revealed to the Japanese media Monday.

We?re starting to understand why Lois Lerner took the Fifth about her role in the IRS targeting of conservative groups. The testimony of at least three more employees in the IRS Washington office is now making clear that Ms. Lerner and other Washington IRS officials had a direct hand in slow rolling the tax-exempt applications of conservative groups in an election season.
The House Oversight Committee holds another hearing Thursday that will showcase some of these witnesses. According to Washington IRS tax law specialist Carter Hull, his supervisor Ronald Shoemaker and Manager of Exempt Organizations Technical Michael Seto, tea party applications were intentionally singled out for extra layers of review and put through an unusual process.
Mr. Hull told House investigators that normally his judgment about applications would have been enough to approve or deny their tax-exempt status. Instead of sending those applications through the normal channel, however, conservative applications were sent through Ms. Lerner?s office for review, and also directed to the IRS chief counsel. That process was highly unusual and created a vetting system in which applications were interminably delayed.
According to Mr. Hull, starting in April 2010, he was told by a supervisor to give extra attention to some tea party applications as a trial run for how the agency might handle such cases going forward. As part of that process, he was instructed to send the applications through Ms. Lerner?s office and the office of IRS Chief Counsel William Wilkins for additional scrutiny.

Luanda ? The National Assembly (Angolan Parliament) Friday in Luanda approved the Bill on the Legal Regime on Issue and Management of Direct and Indirect Debt, with 147 votes in favour eight against and two abstentions.
This was during a plenary session in which the document was presented by the Finance minister, Armando Manuel.
The law thoroughly focuses on the guarantees and handling of contingent liabilities in ensuring the marshalling of external and internal resources of public companies, public institutes and of societies of public capitals, within the limits of budgetary discipline.
On the occasion, the minister said the new law might create a new dynamics in the management and mission of the direct and indirect public debt.
On the other hand, during the same session, the MPs approved with 143 votes in favour, two against and three abstentions, the bill on the constitution and composition of the national groups of friendship and solidarity of the National Assembly interparliamentary group.

SAN DIEGO (AP) ? "Community" mastermind Dan Harmon is back at Comic-Con ? albeit in cheap Iron Man costume.
Harmon was replaced as showrunner for the fourth season after a clash with then-cast member Chevy Chase. NBC announced in May that the show had been renewed for a fifth season, and Harmon was reinstated.
He kicked off Sunday's presentation for the quirky NBC sitcom by lunging onto stage in cardboard armor, which cast members Danny Pudi and Jim Rash slowly ripped off.
Harmon was also joined by former "Community" producer Chris McKenna and co-stars Nicole Yvette Brown, Allison Brie, Ken Jeong and Gillian Jacobs.
Joel McHale is shooting the film "Beware the Night" and wasn't present. Neither was Donald Glover, who will only star in handful of new episodes.

EAST CLEVELAND, Ohio (AP) ? Authorities responding to a report of a foul odor from a home ultimately discovered three bodies and arrested a registered sex offender who sent police and volunteers through a poor Ohio neighborhood in a search for more victims Sunday, officials said.
East Cleveland Police Chief Ralph Spotts had cautioned searchers to be prepared to find one or two more victims. But after a daylong search that included 40 abandoned houses and other areas, no more bodies were found.
Spotts identified the suspect as 35-year-old Michael Madison. He said Madison is expected to be formally charged Monday, but did not elaborate.
Mayor Gary Norton said the suspect has indicated he might have been influenced by Cleveland serial killer Anthony Sowell, who was convicted in 2011 of murdering 11 women and sentenced to death.
It's the latest in a series of high-profile cases involving the disappearance of women from the Cleveland area.
The odor led to the discovery Friday of one body in a garage. Two others were found Saturday ? one in a backyard and the other in the basement of a vacant house. The bodies of the three women, all wrapped in plastic bags, were found about 100 to 200 yards apart, and authorities believed the victims were killed in the last six to 10 days.
Searchers rummaging through vacant houses in the same neighborhood Sunday were warned by Spotts to brace themselves for the smell of rotting bodies and to look out for trash bags that might conceal a body.
Spotts indicated later Sunday that the suspect's comments haven't provided clarity on whether more bodies might be found.
"He really hasn't stated that there's any more, but he hasn't said anything that would make us think that there's not," Spotts said.
Norton said authorities have "lots of reasons" to suspect there are more victims, but he refused to say why.
Norton said Madison, who was arrested Friday after a police standoff, has indicated to authorities he might have been influenced by Sowell.
"He said some things that led us to believe that in some way, shape, or form, Sowell might be an influence," Norton told The Associated Press.
It wasn't immediately clear whether Madison has an attorney, and no one was commenting Sunday afternoon at the address his mother's home.
All three bodies were found in the fetal position, wrapped in several layers of trash bags, Norton said. He said detectives continue to interview Madison, who used his mother's address in Cleveland in registering as a sex offender, the mayor said.
Cuyahoga County medical examiner Dr. Thomas P. Gilson said Sunday that the bodies were in advanced stages of decomposition and that it would take several days to identify them and how they died.
About three dozen volunteers, including community anti-crime activists, fanned out Sunday morning across yards, through vacant houses and along a railroad to help police search. The chief advised them to watch for missing floor boards as they looked inside houses. One young searcher crawled under a board screwed across a door to go inside a house to search.
"The MO of each body we've found so far was wrapped up in a lot of garbage bags, so if you see anything .... and it might not look like it's a body, but it could be ? because each bag, the way he had each person was in a fetal position," Spotts told searchers before they began. "It didn't look like a person could actually fit in the bag."
Pam Butcher, 55, said she came out to help search her neighborhood because she was disturbed by the death and said she knew other volunteers were, too.
"They are concerned because it could have been one of their family members," she said. "It could have been one of their kids. It could have been one of their nieces. It could have been one of their aunts."
One neighbor, Nathenia Crosby, said she was familiar with Madison and had seen him walking through the neighborhood. She said she had told him to stop chatting with her daughter and warned him after seeing him talk to her cousin.
"It's very scary, especially when he used to be talking to my daughter," said Crosby, 48. "But I told him he was too old to be talking to my daughter because she was only 19. When I found out how old he was, I said, 'You need to move on, she's too young.' "
A day earlier, police, FBI, the Ohio Bureau of Criminal Investigation and the Cuyahoga County Sheriff's Department went through yards and abandoned houses over about three blocks and used dogs trained to find cadavers.
The neighborhood in East Cleveland, which has some 17,000 residents, has many abandoned houses and authorities want to be thorough, the mayor said.
"Hopefully, we pray to God, this is it," he said.
The case brings to mind recent notorious Cleveland searches that involved missing women.
In May, three women who separately vanished a decade ago were found captive in a run-down house. Ariel Castro, a former school bus driver, has pleaded not guilty to nearly 1,000 counts of kidnap, rape and other crimes.
In 2009, Sowell was arrested after a woman escaped from his house and said she had been raped there. Police found the mostly nude bodies of 11 women in garbage bags and plastic sheets throughout the home.
Prosecutors described him in court papers as "the worst offender in the history of Cuyahoga County and arguably the State of Ohio."
He was found guilty in 2011 and sentenced to death.

This is turning out to be a case of one TV station that just seems determined to perpetuate the Streisand Effect.
KTVU, which was recently duped into reading off the very obviously fake names of several purported pilots from Asiana Flight 214, has apparently been trying to scrub its embarrassing blunder from the internet.
Matthew Keys (yeah, that Matthew Keys) has the scoop:
The station has started filing copyright infringement notices with YouTube ordering the removal of several videos depicting KTVU?s embarrassing misidentification of four pilots aboard Asiana Airlines Flight 214, which crashed at San Francisco International Airport earlier in the month.
Two videos uploaded by the account MatthewKeysLive for use on The Desk and elsewhere were removed by YouTube after copyright infringement notices were submitted by KTVU in an apparent attempt to scrub the internet of the gaffe. Several videos that also showed KTVU?s error and subsequent apology were removed on other YouTube accounts.
Indeed, when I checked the posts that I?ve done on this story, the videos have been disabled.
But as Keys points out, they?re still available through other YouTube accounts.? He also says his blog has submitted counter-notifications with YouTube citing copyright law?s fair use provision.? Given that the videos were used by numerous blogs and news outlets for the purpose of reporting it as news (as well as comment and criticism), I agree, I would think there?s an argument to be made for fair use.? I?ll let the lawyers in the peanut gallery weigh in on that one.
Who knows, though ? Asiana Airlines did ultimately reverse an earlier decision to sue the TV station over the report.? Maybe that factors into why KTVU is now trying to have the videos memory-holed.
Regardless of KTVU?s reasons, it seems to me this will only draw more attention to the matter, since everyone knows, you never really delete something from every corner of the interwebz.

Close to 30 percent of properties in Manhattan are have landmark protection, according to a new study released by the Real Estate Board of New York.
"The real estate board did a survey to take a look at how much of Manhattan is actually landmarked. Shockingly, we found out that 27.7 percent of the borough is either landmarked as a building or in a district," says REBNY President Steven Spinola.
According to the report, close to 1,200 properties in the borough are protected. In areas like the Upper West Side and SoHo, nearly 70 percent of buildings there are either landmarked or part of an historic district.
It also finds that 48 vacant lots and 50 parking lots are also landmarked.
Spinola believes land-marking is costing owners more time and money for upkeep and is stifling growth in the city.
"We think the city's future is tied to growth. We think we need to generate new housing, generate new jobs, that generates new tax dollars," Spinola says. "If we start landmarking more and more of the city, we are landmarking away the city?s future economic growth."
Spinola feels landmarking is being used as an anti-development tool and that overusing the distinction on buildings that are not worthy only devalues the designation.
But preservationists strongly disagree. Simeon Bankoff of the Historic Districts Council calls the report very thin and says it offers a narrow perspective.
"Landmarks designation helps stabilize, solidify and actually vitalize areas of our city that are cherished and loved. No one could look at areas like TriBeCa, SoHo, Gansevoort Market, Brooklyn Heights, Park Slope and say those areas are dead, these areas are wilting because of lack of investment. In fact, because of landmarks, some of these areas have blossomed in ways that no one could ever have imagined," Bankoff says.
He also says the report does not take into account quality of life, specific costs to owners and property values.

Mike Chiasson's path to the Carolina Hurricanes ' dressing room carries him past some reminders of his late father.
Steve Chiasson's framed No. 3 jersey hangs near one entrance. Nearby is a plaque with photos of his dad and an engraved list of the winners of the award that bears his name.
For the first time since his father's death 14 years ago, Mike Chiasson has come back to Raleigh, and he wants to both carry on his father's legacy and create his own.

The younger Chiasson, a 22-year-old junior-to-be at Michigan, is taking part in the Hurricanes' developmental camp for rookies and college players. And just like his dad, he's a defenseman who plays the game with gusto.
''It's quite an experience,'' Mike said. ''The name does carry a lot of weight in the organization and in the town, but that's something I've dealt with my entire life, growing up in and out of NHL locker rooms because of his name and stuff like that. I'm just trying to prove who I am and just trying to be a sponge and learn as much as I can.''
He said he ''didn't even have to think about it'' and called it ''the easiest decision'' to accept the invitation to camp from Hurricanes executive Ron Francis, a Hall of Fame player and a teammate of Steve's with Carolina in 1998-99.
Chiasson - a popular 13-year NHL veteran with Detroit, Calgary and the Hartford-Carolina franchise - was killed in a single-vehicle accident in north Raleigh on May 3, 1999. He died hours after the Hurricanes returned to town following a loss at Boston that eliminated them from the Stanley Cup playoffs, and shortly after leaving a party at teammate Gary Roberts' house.
''I'm kind of getting older now and found different ways to deal with it,'' said Mike, who was eight years old when his father died. ''It's something me and my family have dealt with my entire life, and it's not something I let affect me. It's something that's always in the back of my mind and motivates me, as well.''
A toxicology report indicated that Chiasson had a blood-alcohol level of 0.27 - more than three times the legal limit in North Carolina - and police said he was not wearing a seat belt when he was thrown from his pickup truck.
No Hurricanes player has worn his No. 3 jersey since, though the number has not officially been retired. Mike, who wears No. 3 for his college team, was issued No. 33 this week.
And each year, the Carolina players give the Steve Chiasson Award to a teammate who shows extraordinary dedication and determination.
General manager Jim Rutherford called Chiasson's death an ''unfortunate tragedy'' and said bringing Mike to camp ''means a lot to us because Steve was a big part of the Hurricanes.''
''We still feel (the Chiassons) are part of the Hurricanes' family,'' he added. ''The fact that he can come to camp and continue his development, I really believe this is where he should be doing it.''
Mike isn't a carbon copy of his father, though. He's a right-handed shot while Steve was a lefty. At 5-foot-11 and roughly 185 pounds, Mike is a couple of inches shorter and some 20 pounds lighter than his dad and relies on brains over brawn to make plays on the blue line. In 16 career games over two seasons at Michigan, he has three goals, 11 assists and a plus-minus rating of plus-6.
But his college position coach says both father and son have similar character.
''I know that Mike is obviously proud to represent what his dad stood for,'' veteran Michigan associate head coach Billy Powers said. ''I know that Mike understands his dad's reputation in (Raleigh) as far as being a stand-up guy, a community guy and essentially a ferocious competitor as far as what he did on the ice and how he showed up every day and his consistency. I see those attributes in Mike.''

HONG KONG (Reuters) - The daughter of kung fu legend Bruce Lee spoke fondly on Friday of her father's powerful presence and energy at a preview of an exhibition to mark the 40th anniversary of his death.
Fans are gathering in the former British colony of Hong Kong for a series of commemorative events, including art gallery shows, exhibitions and even street graffiti. Many fans are urging the Hong Kong government to do more to honor the star of movies such as Enter The Dragon and Game Of Death.
Shannon Lee was just four years old when her father died in Hong Kong from acute swelling of the brain at the age of 32, at the height of his career.
She is chairwoman of the Bruce Lee Foundation, one of the organizers of the exhibition, which will run for five years.
"I remember his energy, just sort of amazing presence when you were sort of caught in his attention and I really hold that true to my heart," Shannon Lee told a media briefing ahead of the opening on the anniversary of Lee's death on Saturday.
Les was American-born but raised in Hong Kong. His most popular film, Enter the Dragon, was released just six days after his death in 1973.
The Hong Kong government has come under fire from Lee's fans for failing to open a permanent museum in his former mansion in the upscale suburb of Kowloon Tong.
Talks failed in 2011 to get Lee's old home and it became a short-time hotel. Fans have criticized the government over what they say is the lack of a more significant memorial for one of the city's most famous sons.
Some city legislators have suggested the government is wary of fully embracing Lee's legacy for fear of unsettling Beijing by paying tribute to the star's enduring sprit of youthful rebellion.
Shannon Lee said it was the first time that her foundation had lent so many things for an exhibition, referring to the more than 600 items on show at the Hong Kong Heritage Museum.
"I am really thrilled," she said. "It is the first time a major museum anywhere in the world has mounted an exhibition of this scale and for this length of time."
The exhibition includes some of the clothes Lee wore in his movies and in ordinary life, a 3D animation of him performing some of his trade-mark moves and photographs and video footage chronicling his life.
Hong Kong Financial Secretary John Tsang, speaking at the exhibition preview, said that as a martial arts exponent, Lee was a visionary who created his own philosophy that was still admired and followed today.
Bruce Lee was recognized last year by the U.S. House of Representatives for his significant contribution to popular culture and Chinese-American history.

SHIRLEY -- Voters will be asked to approve spending more than $500,000 at next month's Special Town Meeting to pay for green investments into various town-owned buildings.
The expenditure is expected to help the town save nearly $50,000 annually on its energy costs.
ABM Building Solutions, of Woburn, has been working with the town's Energy Committee to help develop energy-saving programs throughout the town. Under the partnership, the town is seeking approval from voters to borrow $570,873 to pay for green investments into various town-owned buildings.
The warrant article, as proposed, does not require a debt exclusion, according to Energy Chairman Brian Dumont, because the town will utilize existing operating budgets to pay annual expenses.
Representatives from ABM have guaranteed a 20 percent energy savings per year over 15 years. If savings are not achieved, they say the company will reimburse the difference to the town.
The energy-efficiency upgrades planned for the town span across seven town-owned buildings, as well as a comprehensive streetlight-upgrade program. Key upgrades include insulation and air sealing, installing efficient lighting, stabilizing the indoor climate and reducing the amount of wasted energy, replacing 209 streetlights with LED lights and converting three buildings' heating fuel from oil to natural gas.
Dumont said the program is guaranteeing a 26 percent savings in energy and at today's rates, a 39 percent
dollar savings, which equals about $50,000 a year. Once the debt service is paid off, annual energy savings will be available to meet other non-program operational requirements as determined by the town.Dumont said he is proud of the work he and other members of the Energy Committee have done to get this far.
"The Energy Committee has worked hard to develop a program that will allow the town to redirect budgeted dollars from going to Devens utilities and National Grid and instead invest in our buildings," Dumont said.
Town Treasurer Kevin Johnston, also a member of the Energy Committee, said that by investing in the program, the town can bring town buildings up "to peak performance, retire aging and failing equipment from our capital plan, and improve the overall comfort and performance of our buildings."
Selectman Bob Prescott said he hopes to get a recommendation from the Finance Committee as to whether the energy savings would pay for the borrowing and not actually impact taxpayers, but said he is not sure selectmen will see it before the Aug. 5 Town Meeting.
"I'm not seeing anything that's saying no," he said. "You could say I'm cautiously optimistic."
A public forum will be held at 7 p.m. on July 29 at Town Hall. The Town Meeting is scheduled for 7:15 p.m. on Aug. 5 at the middle school.

Heathrow Airport has unveiled three options for a new runway, saying each one would be "quicker and cheaper" than plans for a rival hub airport.
The airport's submission to the Davies Commission, which is looking at raising airport capacity, outlined a runway to the north, north-west or south-west of the existing airport.
It said a new runway could be in place by 2029, allowing 260,000 more flights.
Residents, environmentalists and the London mayor oppose Heathrow's plans.
'Minimising impact'Heathrow submitted its options to the government-appointed Airports Commission, headed by former Financial Services Authority chairman Sir Howard Davies.
It is reviewing how the UK might expand its airport capacity in south-east England and interested parties have until Friday 19 July to submit their preferred options.

Ahead of submitting its proposals on Friday, Gatwick bosses said this week that they would prefer "a constellation system of three London airports - keeping Heathrow open, whilst building an additional runway at Gatwick, and then perhaps in time a new runway at Stansted".
On Monday, Mayor of London Boris Johnson published proposals for three possible replacement hubs - an artificial island in the Thames Estuary dubbed "Boris Island", a major expansion at Stansted, or an airport at the Isle of Grain in north Kent.
The commission is expected to recommend options by the end of this year, but will not submit its final report until summer 2015 - after the next general election.
According to Heathrow's submission, building a new runway would deliver extra capacity at the airport by 2025-29 and would allow it to operate 740,000 flights a year - up from the current limit of 480,000.
Heathrow's preferred option would be to place a new runway to the north-west or the south-west of the airport.
This would "deliver a full-length third runway while minimising the impact on the local community".
The submission also detailed how a new westerly runway would help reduce noise pollution because planes would not have to fly so low over London.
It predicted that, even with a third runway, there would be 10-20% fewer people affected by noise under its new plans.
Each of the options would mean the compulsory purchase of some properties and some property demolitions, as well as potentially major work on the M25.

They told me it was "dead and buried" and said they'd look at "all ideas bar a third runway". Back then we also had a Transport Secretary, Justine Greening, who lived under the flight path and had campaigned against the plan.
What a difference to today, when a third runway at the UK's biggest and busiest airport is very much back on the table.
This is a big week for airports. By Friday, we'll know all the different suggestions on how they could expand.
But don't let all this apparent momentum fool you. This is one of the thorniest issues in politics, and there are plenty in the industry who think that 20 years from now, nothing will have actually been done.
"I wasn't totally surprised because we knew these would be in the pipeline but it's a pretty desperate situation and pretty frightening," said Robert Evans.
"The real problem now is the area is blighted and there will be a period of uncertainty; people will be anxious because they bought their homes and now they find the home isn't the asset they thought."
Residents' group Heathrow Association for the Control of Aircraft Noise (Hacan) said it would fight any proposal for a new runway "tooth and nail".
Hacan chairman John Stewart said it was difficult to square Heathrow's claim that expansion could take place while cutting noise for residents.
Heathrow chief executive Colin Matthews said the UK "desperately needed a single hub airport with the capacity to provide the links to emerging economies which can boost UK jobs, GDP and trade".
"It is clear the best solution for taxpayers, passengers and business is to build on the strength we already have at Heathrow," he said.
Mr Matthews said he had not ruled out a fourth runway at Heathrow, but said this would not be needed until at least 2040.
However, Mr Johnson said the proposals for a new runway at Heathrow "were politically, environmentally and socially unacceptable".
"There will be more pigs flying than aircraft if we are to believe the claim that three runways at Heathrow will make less noise than two," he said.
Mr Johnson added the move "would be a disastrous outcome for Londoners, nor would it solve our aviation capacity crisis as a fourth runway would need to be in the planning process before a third was even open".
Greenpeace accused the airport of presenting a "reheated and rehashed" plan with the same "flawed arguments that failed so categorically last time around".
But business groups backed the plans, including the trade body which represents Britain's airlines.
The Board of Airline Representatives said no other proposal so far on airport capacity could "deliver the UK's hub airport capacity quicker, at the right cost, or in the right place for airlines and their passengers".
